Issued by the Magistrates of the International Common Law Court of Justice acting in its capacity as a Public Grand Jury under the Law of Nations

Preamble

On September 1, 2025, the Court received a petition from a coalition of American citizens gathered in sovereign constitutional assemblies. Their petition asked for an international legal judgment concerning the criminal conduct of Donald J. Trump and the validity of the American presidential election of November 5, 2024.

In accordance with the Court’s formative mandate of June 15, 2010, which allows it to adjudicate criminal matters in any nation, the Court accepted the petition and since then has investigated the issues it raised. Throughout its work, the Court has relied on American legal precedents, constitutional statutes, congressional investigations, and the principles of international law governing the criminal liability of heads of state.

This legal judgment is the result of that investigation. It is issued with the solemn recognition that it is the right and obligation of free people everywhere to defend democracy and assist in the overthrow of tyranny.

This matter has assumed even greater weight since the Court accepted the petition because of recent acts of war and international piracy committed by Donald Trump against Venezuela and other non-belligerent nations, as well as new evidence received by the Court that indicates Donald Trump’s criminal complicity in the trafficking, disappearance, and death of children and others.

PUBLIC INDICTMENT ON THREE COUNTS

THE COURT CHARGES THAT:

  1. Donald J. Trump, as a convicted felon who was impeached by the United States Congress for abuse of power, obstructing justice, inciting insurrection, and treason, did unlawfully and unconstitutionally assume the office of President of the United States; and in that capacity, he has launched unlawful assaults on the liberties of Americans and against world peace and stability by autocratic “Executive Orders”, Rules by Decree, and illegal military assaults and international piracy against non-belligerent nations; and therefore, Trump and his regime constitute an illegitimate tyranny and rogue criminal power under international law.
  2. Donald J. Trump is the instigator and participant in a murderous criminal conspiracy to kidnap, traffic, enslave, exploit, imprison, and torture men, women and children for profit in association with other members of his government and corporate and religious officials; and that Trump operates this criminal enterprise and perpetrates these Crimes against Humanity through his office as President of the United States and as head of Trump International Inc.
  3. Donald J. Trump is personally responsible for the trafficking, enslavement, and ritual rape, torture, and murder of women and children through his involvement with the activities of Jeffrey Epstein, Andrew Windsor, senior Vatican prelates, and other members of the Ninth Circle and other ritual cults.

THE DETAILS OF THE THREE COUNTS OF THIS INDICTMENT

On the First Indictment: Criminal Malfeasance,Tyranny, and Piracy

Donald J. Trump is a convicted felon under the laws of the United States and was a felon prior to and during his participation as a candidate in the U.S. presidential election of 2024. While he was U.S. President between 2017 and 2021, Donald J. Trump was impeached by the U.S. House of Representatives on two occasions according to three indictments: abuse of power, obstruction of Congress, and incitement to insurrection. The latter indictment, when combined with the evidence of Trump’s collusion with Russia to influence the U.S. presidential election of 2016 and his sabotage of America’s NATO allies, qualifies Trump under the Constitution as one who has committed treason by “adhering to (America’s) enemies and giving them aid and comfort”.

Between 2017 and 2021, Donald J. Trump continually violated the highest public trust and his presidential oath of office “to preserve, protect, and defend the Constitution” by overstepping constitutional and legal limits to his authority: behavior that led to his impeachment by the United States Congress. Trump has routinely declared himself to be above the law and not bound by the Constitution, establishing himself as an unaccountable tyrant and oligarch through his control of the Supreme Court, the Senate, and Congress.

In an unprecedented and unconstitutional interference in the electoral process, the United States Supreme Court allowed Donald J. Trump to run in the 2024 presidential election. The Supreme Court did so unlawfully, in violation of Section Three of the Fourteenth Amendment of the United States Constitution. That section states that no-one may hold a state or federal office if they have taken an oath to protect the Constitution and “engaged in insurrection or rebellion against the same or given aid or comfort to the enemies thereof.”

During the 2024 presidential election campaign, Donald J. Trump incited his Republican supporters to attack and terrorize their fellow citizens before and at the polls, vowing personal, political, and legal retaliation against his opponents. The election result in the seven “swing” states, all of which went for Trump despite Kamala Harris’ lead in most of them, was affected, if not decided, by this climate of hatred, fear, and deliberate intimidation of Democratic voters instigated by Trump and his armed followers that kept many Democrats from voting.

Since unlawfully assuming presidential office, Donald J. Trump has ruled by decree through special “Executive Orders” that bypass Congress and the courts. Through such autocratic power, he has launched unconstitutional assaults on the safety and liberties of Americans by stripping them of their natural rights as freeborn citizens and creating an internal regime of police state terror, including by authorizing the illegal imprisonment of Americans to profit himself and his fellow shareholders in the private prison industry.

On the Second Indictment:  Operating a Criminal Enterprise to commit Crimes against Humanity

Donald J. Trump is the instigator and participant in a lucrative domestic human slave trade operating through the private prison industry, from which he personally profits. Trump’s Attorney-General Pam Bondi is a former lobbyist for the private prison corporation GEO and under Trump’s directive has increased mandatory sentencing for previously mild offenses.

In addition, Donald Trump bears personal responsibility for this Crime against Humanity through his Executive Orders that separate immigrant families and detain children in special facilities, from which these children are routinely trafficked, raped, and killed.

Trump International Inc. profits from this human slave labor and trafficking system through its laundering of money for the Mexican drug cartels that traffic men, women and children and provide inmates for GEO and other for-profit prisons in Texas, Arizona, Florida and other border states.

In short, Donald Trump heads a murderous criminal conspiracy to kidnap, traffic, enslave, exploit, imprison, and torture men, women and children, using his office as President of the United States and as head of Trump International to facilitate these Crimes against Humanity. Trump bears both fiduciary and personal liability for these crimes because of his command responsibility for them as head of state.

On the Third Indictment: Participation in Ritual Crimes

Donald Trump, who has been convicted of sexual assault (E. Jean Carroll v. Donald J. Trump, 2023) has also been a participant in the trafficking, torture, rape, and murder of women and children through his involvement in the rituals of the forenamed Ninth Circle cult.

Trump has committed these crimes in association with “Prince” Andrew Windsor, Jeffrey Epstein, Deutsche Bank officer Thomas Bowers and senior Vatican officials including former “Pope Francis” Jorge Bergoglio, Cardinal Pietro Parolin, and Archbishop Timothy Dolan, Trump’s close associate and his recent nominee for Pope.

Trump’s participation in sadistic cult activities date from his days in the New York Military Academy (1959-1964) and continued throughout his business career. Sources within Trump International attest to his “regular sex and sadism junkets” to Europe and Asia. Trump is also named by witnesses to Ninth Circle rituals as participating in the cult’s orgies and child sacrifices in Belgium in 2009 and Germany in 2013. The same witnesses state that on both occasions, Trump was accompanied by American Catholic Archbishop Timothy Dolan, who in April 2025 Trump publicly favored to be nominated for Pope to succeed Jorge Bergoglio.

Trump’s association with the convicted child rapist and trafficker Jeffrey Epstein was constant and transparent. Since the 1980’s, Trump regularly socialized with Epstein, who described his “long standing and deep relationship” with Trump. In the spring of 1999 at a child sex orgy party in Epstein’s Manhattan apartment, Trump was present when a five year old Asian girl was raped, tortured, and killed while being ‘snuff filmed.’

In addition, Epstein raped and trafficked a woman named Virginia Giuffre at Trump’s Mar-a-Lago residence where she worked as a spa attendant, according to Second Circuit Court of Appeals documents filed in 2008. Before her sudden death on April 24, 2025, Giuffre implied that Donald Trump knew of and participated in Epstein’s raping and trafficking of minors, and claimed her statements to that effect were stricken from court records. Trump’s recent refusal to open the closed Epstein files is more evidence of this colluding relationship.

“Prince” Andrew Windsor, a documented participant in Ninth Circle killings at Carnarvon Castle in Wales along with his father Philip Mountbatten, was Epstein’s close friend and co-conspirator. Andrew met Donald Trump at many such encounters, according to sources. Trump contradicted himself when asked by reporters about his relationship with Andrew, saying at first he had never met the prince and then stating, “He’s a fun guy to be with”.

Of equal relevance is the participation of Thomas Bowers in these cult rituals. This Deutsche Bank official was an intimate friend of Epstein and Trump and a Ninth Circle participant. He arranged secret bank loans to Trump International, which defaulted and caused Bowers’ dismissal. Bowers was found dead in Malibu on November 19, 2019, just a week before the story of Bowers’ relationship with Trump became public.

Deutsche Bank has had a long relationship with the Vatican and the Ninth Circle. According to sources in Rome, the bank has heavily underwritten criminal church operations, including  the trafficking of children by the European criminal syndicate Drangheta for their use in Ninth Circle ceremonies.

The financial triangle linking Deutsche Bank, the Vatican/Ninth Circle, and Donald Trump is evident in the latter’s recent attempt to block a federal lawsuit against the Catholic Church requiring it to disclose its money laundering, child rape and trafficking.

The Law

One of the cornerstones of Magna Carta and English common law is the principle that “Be you ever so high, you are not above the law”. The difference between an absolute monarch and an American president is that the latter is  responsible and subordinate to, and lawfully restrained by, the Constitution, the law, and the people.

The principles of American and international jurisprudence concerning rulers’ accountability state that the highest public figures are subject to the law at all times, and must be removed from office and punished if they break the law and threaten the liberties and well being of the people. 

American criminal and constitutional law contain many loopholes when it comes to the prosecution of public officials for malfeasance, even while the principles are clear. The bi-polarized political system in America is an impediment to justice, as when the Republican-controlled Senate acquitted Trump on the second count of impeachment in 2021 and then Republican-nominated judges permitted Trump to run in the 2024 presidential election.

Regardless of presidential “Executive Privilege”, civic custom and legal precedent in America place the head of state under a stricter ethical standard and duty of care than what is normally applied to other citizens and officials. Any real or apparent impropriety or criminality by an American president brings discredit to the entire political system and is thereby a threat to the peace and stability of not only America but the entire global community of nations.

For that reason, Donald J. Trump’s criminality and his brazen violation of the law and the U.S. Constitution is a matter of fundamental concern, not only for Americans but for all nations. Combined with Trump’s recent illegal assault on the sovereign nation of Venezuela and his bellicose threats to unilaterally annex Canada, Greenland, and Panama, as well as the medically diagnosed evidence of his mental instability and narcissistic psychosis, the Trump regime threatens to destabilize global geopolitics and spark events that could lead to a nuclear holocaust.

Unfortunately, in the modern world, rulers are effectively above the law and unaccountable, as our Court discovered during its successful prosecution and conviction of Pope Benedict for Crimes against Humanity during 2012 and 2013. That is the case, at least, within the existing legal and political system. It was for that reason that the International Common Law Court of Justice was formed on June 15, 2010: to create a new system of international jurisprudence able to prosecute and depose heads of state as well as entire regimes found guilty of Genocide and other Crimes against Humanity.

Put simply, when the existing courts refuse to bring to justice criminals in high office, the people are obligated and authorized to do so through their own common law courts of justice. Under international law, the verdicts of these citizen-based “Tribunals of Conscience” are enforceable by other courts and can successfully depose criminally convicted rulers. The International Common Law Court of Justice demonstrated this power with its conviction in February 2013 of Joseph Ratzinger and his forced resignation, along with that of three other senior Vatican officials named in the court’s indictment as participants in the trafficking, rape, torture, and ritual killing of children .

The Court has brought this understanding and precedent to bear when judging the case of Donald Trump. When a head of state is a convicted felon who threatens his citizens and world peace, that state loses its legitimacy as a de jure regime. It constitutes a rogue power that stands outside and is outlawed by the community of nations.

The Court is convinced that under the law and precedent, the Trump administration constitutes such a totalitarian rogue power. Through its unchallenged control of the Congress, the Senate, and the Supreme Court, and Trump’s regular practice of ruling by decree through Executive Orders, the Trump regime constitutes a de facto one-party state with no effective political opposition.

International law requires that rogue governments and their leaders be subjected to economic and political sanctions to curtail their threat to world peace and to democracy within their own borders. The same law sanctions the right of the people to remove tyrants from their offices. Such action is permitted by precedent and necessity, and by the fact that heads of state are personally liable for their malfeasance under common law. The latter has universal jurisdiction, superseding all statutes and so-called immunity by right of office.

In the light of these uncontested facts and according to the Law of Nations, the Court has rendered the following judgement. This verdict and sentence is immediate, binding, and enforceable, and has universal applicability regardless of the legal jurisdictions of other nations and powers.

The Judgment of the Court

The Court rules that Donald J. Trump has criminally and fraudulently usurped the American presidency. As a felonious and rogue ruler, Trump and his coterie of corporate associates constitute a fundamental threat to American democracy and the peace and stability of the world.

  • Donald J. Trump did not lawfully assume the office of President of the United States on January 20, 2025. He did so in violation of the U.S. Constitution and the law. Accordingly, Donald J. Trump is not a de jure ruler and cannot claim the title, authority, or privileges of President of the United States. He must therefore be removed from that office.
  • Donald J. Trump has authorized and participated in the systemic kidnapping, trafficking, and ritual murder of children and others as part of a criminal conspiracy. He has also facilitated a massive human trafficking and slave trade through the private prison industry from which he is personally profiting. Trump therefore stands convicted as a murderer and war criminal under domestic and international law.
  • Accordingly, under the Law of Nations, the Court has today issued a Writ of Mandamus that bars Donald J. Trump from continuing to hold the office of President of the United States. This Writ requires and authorizes the police, the military, and other public officials to adhere to their oaths of office to defend the United States Constitution by removing Donald J. Trump from office and arresting him as a convicted felon, using this Mandamus Writ and the attached Universal Arrest Warrant.
  • In the pursuit of this just aim, the Court affirms the American peoples’ inherent, legitimate right of rebellion against tyranny and authorizes them to depose the Trump regime by any means necessary in order to re-establish constitutional democracy and the rule of law.
  • The Court encourages the governments and people of the world to impose on the Trump regime economic and diplomatic sanctions, trade and tourism boycotts, and other actions to stop that regime and assist American citizens in restoring their democratic Republic.

Herein ends the Judgment of the Court
